Outreach and Communications Plan

Grand Valley Metropolitan Council, Transit Demand Management (TDM)

Transportation Demand Management (TDM) strives to reduce the demand for roadway systems (and the need for roadway expansions) by influencing travel behavior and decision-making.

This project will use engagement and market research to create a regional TDM brand and provide strategic communications to amplify GVMC’s 2023 TDM Plan, educating the community on the region’s alternative modes of transportation.

As of March 2026, Locality Studio has been working with Em + Hall, Chicago on this project.

Project Goals

Since then, Locality Studio has assisted Em + H, Chicago with some focus groups. We developed a thorough survey, filtering respondents by user type (drive only, drive/transit mix, transit advocate, etc.) in order to ask the right questions to the right people and gather the specific data to use when communicating with and reaching out to unique audiences via our plan.

Currently, Locality Studio is developing branding and messaging for the plan / campaign!

Locality Studio visited the Grand Rapids area with Em Hall in December 2025. Together, we got a sense of the region, rode transit, and had important discussions with our Advisory Group, Mobile GR (City of Grand Rapids), GVMC, and the Rapid.
